Saimir Kapllani
Mr. Saimir Kapllani has extensive experience in information technology, cybersecurity, ICT governance, risk management, legal compliance, and the auditing of critical information infrastructures.
Throughout his professional career, he has held leadership positions in public institutions, with responsibility for drafting, implementing, and overseeing the regulatory and operational framework in information technology, cybersecurity, and trust services. His experience combines the strategic, regulatory, and operational dimensions of digital transformation, technology, and security, with a direct contribution to strengthening institutional capacities, increasing the resilience of the national digital ecosystem, and supporting public digital services.
At the international level, he has served as a member of the EUROCONTROL Data Protection Supervisory Board, contributing to the oversight of matters related to personal data protection, institutional compliance, and the implementation of international standards in this field.
He holds internationally recognized professional certifications and qualifications in technology, cybersecurity, governance, auditing, and risk management, including ISO/IEC 27001 Senior Lead Auditor, SIM3 Certified Auditor, CompTIA Security+, and GIAC Cyber Security Leadership. He has also attended advanced international programs, including the International Program on Cyber Security Studies at the George C. Marshall European Center for Security Studies and the Tallinn School of Cyber Diplomacy.
In his role as Administrator of Albanian Digital Solution JSC, Saimir Kapllani leads the development of a new model of in-house technological capabilities for the Albanian state, founded on professionalism, security, sustainability, and innovation. Through this role, he directs ADS's commitment to the development, operation, maintenance, and continuous improvement of public digital systems, platforms, and services, supporting the digital transformation of the Republic of Albania.
