Transparency Program

Based on Article 7 of Law No. 119/2014 "On the Right to Information" (hereinafter "LDI"), the Public Authority (ADS SH.A) publishes the Transparency Program (hereinafter "PT") approved by the head of the institution. ADS SH.A publishes information according to its functional activity and will review and update the PT in every case of changes in institutional activity, the regulatory legal framework, or any other element related to proactive transparency.
The PT of ADS SH.A specifies the categories of information mandatory for public disclosure. Public information provided without request must be: complete, accurate, updated, easy to consult, understandable, easily accessible, and compatible with the original documents in the Authority's possession. Furthermore, before publishing information, ADS SH.A assesses whether there are any legal restrictions on publication. Acts containing rules, norms, or restrictions on the fundamental rights and freedoms of the individual, as well as those with a direct effect on them, are made public by posting or publishing on the official website within 48 hours of the act's approval by ADS SH.A. The PT specifies the categories of mandatory information to be made public, the method of publication, and the legal provisions from which the obligation to publish arises. In publishing information, ADS SH.A considers the public interest and enables easy access to public information.
